Why I cannot upgrade my headquarters?

In order to start upgrading your Headquarters all other buildings need to be at least on the same level. For example, let's say all your buildings are on level 3 other than the Stadium, which is on level 2\. You first need to upgrade the stadium to level 3\. Afterwards you would be able to upgrade your HQ to level 4\.
